First of all, I love the style going on here! You've managed to blend detailed fur painting in with cell shading, which you don't see very often. I'm also a fan of scribbly, simplistic painting styles like the one used in the background- it implies a lot of depth without being so detailed that it detracts from the subject. My eye is drawn to its neck and face, so you did pretty well with the contrasting values there. The composition is decent and the colors work really well with each other.
One of the first things I noticed that could be changed, though, are the details on the legs. Referring to the neck and stomach, it seems with your shading style you put detailed fur in the shadows- but this is nearly absent in the parts of the legs that fall in the shadows. Obviously the fur would be shorter, so you certainly wouldn't need as much detail, but I think it would look more complete if there was at least some implied fur texture there too.
The anatomy is decent; the proportions look pretty natural. The only things I would change are the ears and maybe the legs. The right ear looks fine, but with the head at the angle it's at, the left one should be moved over a tad. If you don't do this already, try sketching where the ears attach to the head before drawing in the hair- that may help give it a more 3D feel. About the legs, it seems the right foreleg is slightly shorter than the left. The limbs should be about the same length as each other. As for the hind legs, the right one could be moved/stretched more forwards and the other one back to make the stance more balanced.
The background looks good, and the subject fits in it well. I wouldn't make any changes to it. Perhaps the purple in the foregrounds' snow could be blended more? Some parts of it aren't blurred as much as the rest and it's slightly out of place. Aside from that, everything looks good!

I gave you high marks for vision because the scene seems sort of realistic; the mood is conveyed well and it has a natural feel. Originality is good because of the unique twist to an otherwise common style of shading, but suffers because there are a lot of other images with dogs standing in front of a mountain range. Technique is good- there is room for improvement but it is applied well. I also gave high marks for impact because I am captured by the drawing and don't pass over it as easily as I would a lot of other generic dog drawings on this site.

All in all, nice work! I hope this critique helps-it's my first time using dA's system to give detailed feedback like this. If you need a redline or something to clarify anything I've pointed out, let me know!
